Die Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH benötigt Unterstützung bei Monitoring, Evaluierung, Lernen und Kommunikation für ihr Portfolio von sechs regionalen Projekten in der östlichen Karibik, die von 2025 bis 2028/29 laufen. Der Auftrag umfasst die Entwicklung einer integrierten Kommunikationsstrategie, die Umsetzung von Kommunikationsaktivitäten, die Gestaltung und Operationalisierung eines harmonisierten M&E-Rahmens, die Überwachung und Bewertung von Kommunikationsaktivitäten sowie den Aufbau von Kommunikations- und M&E-Kapazitäten. Die Dienstleistungen sollen über einen Zeitraum von 17 Monaten erbracht werden. Bewerber müssen mindestens drei Referenzen im Bereich ergebnisbasiertes Monitoring und Evaluierung sowie drei Referenzen im Bereich Kommunikationsdienstleistungen aus den letzten 36 Monaten vorweisen, wovon mindestens eine Referenz in Lateinamerika und der Karibik angesiedelt sein muss. Der durchschnittliche Jahresumsatz der letzten drei Geschäftsjahre muss mindestens 650.000 EUR (netto) betragen.

The services fall under the Deutsche Gesellschaft für Internationale Zusammenarbeit"s (GIZ) new portfolio of six regional projects funded by the German Ministry for Economic Cooperation and Development (BMZ) in support of the Caribbean Community (CARICOM), covering circular economy, sustainable energy, biodiversity, blue economy, climate-focused skills, and productive use of organic waste and Sargassum. All projects run from 2025-2028/29 and are managed from St. Lucia. The contractor delivers five work packages: (1) develop an integrated GIZ Caribbean communication strategy; (2) implement communication activities and products to enhance dissemination of results; (3) design and operationalise a harmonised M&E framework across the six projects; (4) monitor and evaluate communication activities; (5) build communication and M&E capacities within GIZ Eastern Caribbean and partner organisations. The contractor will deploy two key experts and two pools of short-term experts.

At least 3 reference projects in the technical field Communication Services in the last 36 months, with a minimum commission value of EUR 150,000 (net).
At least 1 reference project in Latin America and the Caribbean (see definition in the annex "Overview of geographical regions and compositions") in the last 36 months, with a minimum commission value of EUR 150,000 (net).
Average annual turnover for the last three financial years (last-but-four financial year can be included in case of tenders held within six months of end of last financial year) of at least 650,000 EUR (net).
