The Norwegian Water Resources and Energy Directorate (NVE) has the pleasure to publicly announce an invitation for consultancy firms for prequalification for consultancy services for economical, technical and legal expertise to assist The Electricity Regulatory Authority in Uganda (ERA) for Electricity Cost of Service & Affordability of Tariff Studies.Hovedtrekkene i prosedyrenThe Electricity Regulatory Authority in Uganda (ERA) and The Norwegian Resources and Energy Directorate (NVE) have embarked on a program of Technical Assistance funded by the Ministry of Foreign Affairs of Norway, represented by the embassy in Kampala. The Technical Assistance Program is based on a Grant Agreement between MFA and ERA of July 2021 and a Technical Assistance Contract signed in August 2021, under which the areas of Technical Assistance Program will be carried out. The ERA – NVE program also include an economical regulation component. As a part of the cooperation, it has been decided to contract a consultant to assist ERA with the Electricity Cost of Service & Affordability of Tariff Studies.
As the Electricity Supply industry (ESI) undertakes reforms in Uganda, the ERA is desirous to design an Economic Regulation Framework that is aligned; (i) to the reforms implemented/ to be implemented, and (ii) aspirations of; electricity affordability, accelerated access to electricity, increasing demand of electricity, improvement in reliability & quality of supply and attracting investments in the ESI while all through ensuring financial sustainability.
The goal is reliable and efficient economical regulation framework where these studies will provide data, alternative designs of tariff methodology, analyses and consequences as well as review of the current economic regulation framework, to enable ERA to improve the regulations and the implementation within the electricity sector.
The bidders’ technical capacity as well as their ability to engage with ERA’s working group(s) for fostering ownership of the work will both be important factors in the selection of the consultant. In order to give better opportunity to accurately assess these factors, a procedure with negotiations have been selected.

NVE estimates the value of the contract for phase 1 to be around 4 mill NOK excl. VAT, and the maximum value of the contract phase 1 will be set to 5 mill NOK excl. VAT. Maximum value of the total contract for phase 1 and 2 should not exceed 8 mill NOK excl. VAT.
