The objective of the procurement is to enter into a framework agreement for analyses for professional evaluation of humanities and social sciences (humsam) 2026-30. The aim of the professional evaluations is to provide a comprehensive picture of the quality of Norwegian research, framework conditions and the relevant society in research. The result is recommendations to the institutions, the Research Council of Norway and the ministries.Hovedtrekkene i prosedyrenPart 1. Analysis of administrative units - maximum NOK 2 million (1st call-off) The assignment includes standardised analyses of researcher personnel and publication, based on available data, but assessments of research activities are not included. The analyses include research personnel and production at identifiable administrative units. The requirements are specified by the Research Council of Norway, with room for input from the tenderer. Expected number of administrative units: approx. 300 for humsam (the entire framework agreement) Part 2. Analysis of subjects and topics - fixed price NOK 1 million Analyses of individual subjects and topics can be done via classification of disciplines, grouping the evaluation structure (committees or sector), or a combination of these. Tenderers propose analysis methods and trade divisions. Indicators used for administrative units can also be used for disciplines, with the addition of other analysis methods. The assignment shall test new data sources and analysis methods, such as connection of data (financing, dissemination, citations) and advanced calculations (specialisation indexes, network analyses, topic modelling). Part 3. Any supplementary analyses - current hours up to NOK 0.5 million More needs can occur during the process, and the evaluation committees can request detailed analyses. Tenderers are asked to provide hourly rates for such assignments. The tenderer is planning to make call-offs on part 1 of the procurement at the same time as signing the contract.
