Energidepartementet trenger rådgivningstjenester for markedsutvikling og verdivurdering av ulike råoljekvaliteter og NGLs til Sekretariatet for Petroleumsprisrådet (PPB). Anskaffelsen er delt inn i to deler, og leverandøren må tilby en timepris for eventuelle tilleggstjenester. Kontrakten har en varighet på 2 år med mulighet for forlengelse opptil tre ganger, totalt 5 år (2+1+1+1). Den totale verdien av anskaffelsen over 5 år er estimert til mellom 7 og 8 millioner kroner ekskl. mva. Fordelingen mellom råolje og NGL er antatt å være omtrent 60/40. The purpose of the procurement is to give advice on market developments and a value assessment of the different crude oil qualities and NGLs to the Secretariat to the Petroleum Price Board (PPB) in the Norwegian Ministry of Energy (the Contracting Authority) This public procurement competition is divided into two lots as described in section 1.3. When there is a need for additional but limited analyses associated with each Lot the service provider must offer and specify an hourly rate for such additional analyses in their tenders, cf. Appendix 3 Tender prices table 2. Any contract that may result from this Competition shall have a duration of 2 years from signing. The contracting authority has the right to extend the framework agreement for a further year at a time up to three times (2+1+1+1) on the same terms and conditions. The contract should start 1. July 2025. The value of the procurement, for both Lots over 5 years, is estimated to a range between NOK 7,0 mill. excl. VAT and NOK 8,0 mill. excl. VAT in total. This estimate is not binding for the Contracting authority. The distribution between crude oil and NGL is assumed to be about 60/40.
