Ordningen dekker strategisk viktige anskaffelseskategorier som nett- og koblingsstasjoner, transformatorer, apparat- og kontrollanlegg, byggentreprenører, maskinentreprenører, linjeentreprenører, kabel- og linjemateriell, prosjekteringstjenester og prosjektledelse. Leverandører kan søke om kvalifisering fortløpende, og ordningen vil bli brukt til å inngå både rammeavtaler og enkeltkjøp.

Achilles Information AS etablerer et kvalifikasjonssystem, ACHILLES UTILITIES NCE, for leverandører og entreprenører innen bygge- og anleggsvirksomhet i Norden og Sentral-Europa. Systemet er av ubestemt varighet, men krever årlig oppdatering av leverandørinformasjon og en kvalifikasjonsavgift på mellom 270 og 1210 euro. Leverandører må fylle ut et bestillingsskjema, betale avgiften og fullføre et online spørreskjema som dekker detaljert firmainformasjon, samt levere et ESPD via systemet.
