De Europese Commissie, DG JRC - Joint Research Centre, gevestigd in België, heeft behoefte aan diensten voor een studie ter ondersteuning van de Expertgroep voor de Veiligheid en Veerkracht van Onderzeese Kabelinfrastructuren. De studie heeft een looptijd van 36 maanden en een maximale totale contractwaarde van 600.000 EUR. De diensten omvatten het regelmatig beoordelen en adviseren over het verbeteren van de veiligheid en veerkracht van bestaande en nieuwe onderzeese kabelinfrastructuren, en het ondersteunen van de implementatie of aanzienlijke upgrade van deze infrastructuren via "Cable Projects of European Interest" (CPEI's). Dit is een direct gevolg van de aanbeveling (EU) 2024/779 van de Commissie en de uitvoering van het EU-actieplan 2025 inzake kabelveiligheid. De aanbesteding is noodzakelijk vanwege de hoge mate van specialisatie die vereist is, met name op het gebied van economische en technologische aspecten van onderzeese kabelinfrastructuren. De gunningscriteria zijn kwaliteit (65%) en prijs (35%).

The purpose of the study will be to support the Submarine Cable Infrastructure informal Expert Group in the course of 2026/2027, notably by assessing regularly and providing recommendations aiming at improving the security and resilience of existing and new submarine cable infrastructures, and by supporting the deployment or significant upgrade of submarine cable infrastructures via Cable Projects of European Interest (‘CPEIs’). It is a direct follow-up of the Commission Recommendation (EU) 2024/779 on Secure and Resilient Submarine Cable Infrastructures and the implementation of the 2025 EU Action Plan on Cable Security. The reason for purchasing is the high level of specialisation required, especially as regards the economic and technological aspects of submarine cable infrastructures, as well as the necessity to swiftly deliver on this important topic relying on limited internal resources.
