DESIGN, PROCUREMENT, INSTALLATION, AND COMMISSIONING OF A HEAT GENERATION SYSTEM USING NATURAL GAS-FIRED HOT WATER BOILERS WITH A MINIMUM USABLE HEAT OF AT LEAST 220 MW AT THE KARDIA POWER PLANT FACILITIES The scope of the contract to be awarded consists of the design, engineering, procurement, installation, certification, and commissioning of an Integrated Heat Generation System comprising natural gas-fired superheated water boilers with a useful thermal output of at least 220 MWth at the Kardias Power Plant facilities.

Minimum annual turnover

An average annual general turnover of at least EUR 15,000,000.00 during the last three (3) financial years. Where the participating economic operator has been carrying out business activities for a period shorter than the last three (3) financial years, compliance with the above requirements under points (a) and (b) shall be assessed on the basis of the financial years during which the economic operator has been in operation. In the case of a consortium or group of economic operators, the above minimum requirements may be satisfied collectively by the members of the consortium/group.

The contract shall be awarded to the most economically advantageous tender based on price. In Stage B, all economic operators and groups of economic operators that have been selected during Stage A, i.e. those found to satisfy the participation requirements of Stage A, shall be invited to submit a tender. The minimum number of candidates that the Contracting Entity intends to invite to Stage B is five (5). However, where the number of participants in Stage A that satisfy the participation requirements is lower than the minimum number, the Contracting Entity may continue the procedure by inviting those candidates that satisfy the participation requirements.
