Statsbygg constructs the new Life Sciences Building (LVB) for the University of Oslo and Oslo University Hospital on behalf of the Ministry of Education and Research and South-East Health as the co-contracting authority. The building shall be the workplace for approx. 1,600 employees and 1,600 students. Start up for the excavation and ground work was the second quarter of 2019 and the planned completion is at the end of 2026. Various professional environments shall work multi-disciplinary here to develop new solutions for major challenges within health and sustainability with access to the best and most modern equipment required to carry out world class research, teaching and innovation.

The solution description, as well as the offered assignment manager and project manager/assembly manager are included in the evaluation. The procurement includes façade signs, internal signage, foiling glass for access screening and safety marking with foil on, among other things, glass surfaces and columns. Technical marking on doors is not included in the procurement. The procurement includes floor standing pylons, ceiling mounted signs, wall-mounted signs, wing signs assembled from walls, door signs on door surfaces, as well as various signage of, among other things, cupboards, shelves and office work stations. The procurement includes i.a. signs with foil text on metal signboards, signs composed of glass, foil with print and back plates of metal and foil glued directly on the structural surface. This procurement uses the exclusionary provision in PPR § 7-9 (4), as it is clear that the climate and environmental requirements in the procurement will result in a better climate and environmental effect than the use of the award criteria. The climate impact identified for the procurement is connected to the extraction of raw materials for the production and production of the equipment and components thereof. The product requirement levels are at a level where, according to our knowledge and experience from the market, the market is very unlikely to be able to deliver products that, in a competition, can document a clearly better overall climate and environmental effect. By setting requirements for the equipment ́s lifetime, warranty time, as well as access to spare parts, we ensure a long lifetime of the equipment. These requirements will extend the lifetime of the equipment and the following reduce the need for new equipment and the accompanying extraction and extraction of raw materials for production and production. The lifetime of a sign system is connected to both technical and aesthetic quality. In the procurement, the quality that the weight criteria is weighted is relatively high. By setting a limit value for the content of chemicals and harmful substances, a production process that does not unnecessarily harm health and the environment is ensured. The stated requirements ensure a combined reduced climate and environmental impact on the offered equipment, which cannot be secured by using the allocation criteria. Statsbygg ́s assessment is therefore that in order to reduce the climate and environmental impact of this procurement, the exclusion provision in the Public Procurement Regulations § 7-9 (4), as it is clear that the use of climate and environmental requirements has a better climate and environmental effect than the use of the award criteria as described in PPR § 7-9 (2). See Annex 7.0 Environmental Requirements for environmental requirements. Documentation of compliance with environmental requirements shall be presented by the chosen tenderer upon request. If satisfactory documentation is not presented, the contracting authority can, without extra cost, require that the product is replaced with a product that has equivalent aesthetic and functional qualities and at the same time fulfils the environmental requirement.

    Statsbygg vil gjennomføre en kredittvurdering av tilbyder.

    Leverandøren skal ha gjennomført skiltleveranse med noe overføringsverdi. Referanseprosjektene kan være relevante selv om leveransene var i mindre størrelse og ikke omfattet alle aktuelle skilt. Leverandøren må ha erfaring med levering av spesialproduserte skilt.
