The framework agreement for construction contractor work at holmenkollen national arena and at Lillomarka Skiarena shall ensure the contracting authority stable, efficient and reliable operation of the installations throughout the entire year. Most of the need is expected to be in the summer. In this period projects, operation adaptations, maintenance measures and improvements that require construction work are normally carried out. The extent of the work can vary from year to year, depending on, among other things, the awarded maintenance and investment resources. During the winter months there will be a need for mechanical and manual resources connected to, among other things, snow removal in the track network, snow clearing in the facility, grandstands and the accompanying outside areas, as well as other necessary measures to ensure operation and availability in the winter season.
In this procurement, the environment is not weighted as an award criteria by 30%. The contracting authority has chosen to have strict minimum environmental requirements, which will clearly give a better environmental effect than setting up the environment as an award criteria. According to the Public Procurement Regulations § 7-9 (4) first period, the Contracting Authority is obliged to state a justification for this in the competition documents.
The contractual requirements in this procurement concern the use of zero emission or biogas vehicles. Such requirements have been assessed to have a significantly better environmental effect than using the award criteria for transport in the contract period. Obligatory requirements ensure to a greater degree that the desired environmental effect is actually achieved, whilst the award criteria do not guarantee that the tender with the best environmental achievement wins the competition.
The exclusion provisions in the Procurement Regulations § 7-9 fourth section will therefore apply.
In this competition there are also concrete minimum requirements for machines and equipment that shall use zero emission technology. For machines and vehicles where zero emissions or biogas are not required, euro class 6/VI shall be used as a minimum and certified sustainable bio-fuel in addition to the turnover requirements.
