Description of the assignment The procurement is for the delivery of one lathe and one milling machine for use in teaching at Sykkylven vidaregåande school. The machines shall be used by students and teachers in basic training, practical training, tests as well as teaching both manual machining and CNC. Machines are requested that are user friendly, robust and precise and that are well suited for training situations with several pupil groups of different levels. Emphasis will be put on the systems having good security functions, easy to maintain and adapted to the school ́s need for stable operation over time. In addition to the machines themselves, the delivery shall include standard accessories and documentation, transport, display, entry and function test. Furthermore, the tenderer shall provide the necessary training for teachers and workshop managers, as well as deliver relevant safety equipment, suction, maintenance package and operations and service agreement. The machines shall be delivered with the necessary software for operation, operation and teaching purposes. Software requirements, including compatibility, installation, licension, access management and any integration with the school ́s systems, shall be clarified and fulfilled in cooperation with the school ́s IT section. The negotiations could apply to all sides of the tenders. The selection of who will be negotiated will be made after an assessment of the award criteria. Negotiations will not be carried out if the contracting authority, after the tenders have been received, considers that negotiations are not appropriate. Dialogue in the form of corrections/clarifications will be carried out if needed. Tenderers are strongly encouraged to follow the instructions given in this tender documentation with annexes and possibly ask questions about uncertainties in the communication module in Hyyr.

EVALUATION There are currently public standards, requirements and certifications that are better suited to safeguard climate and environmental considerations than using award criteria. The contracting authority will use the following minimum requirements for climate and the environment in this procurement: 1. Handling chemicals and cutting fluids: Closed systems or collection vessels are required to avoid the discharge of emulsions and oils to sewage or ground, in accordance with requirements from the Norwegian Environment Agency. 2. Energy efficiency: Engines and drivetrains should satisfy high efficiency classes (e.g. IE3 or IE4) in order to reduce energy consumption when operating. 3. Health, environment and safety (HSE): The machine must be CE marked and in accordance with the Norwegian Labour Inspection Authority ́s requirements for machines, including protection screens, emergency stops and integrated suction for harmful fog or smoke (at high speeds). 4. Waste management of metals: Chips and metal residues shall be source sorted and delivered to certified recycling companies, where chips with oil residue are classified as hazardous waste. CONCULTION The result of the climate and environmental mapping shows that it will give a clearly better climate and environmental effect to state climate and environmental requirements in the requirement specifications, cf. FOA 7-9 (4), 1st sentence.
