UIT need to purchase multiple individual weather instruments to be set up as one weather monitoring station.
In order to get the installations completed at mountain study sites before the snow returns, instrument orders need to be completed as soon as possible.

This competition is conducted as an open competition after Part I of the regulations.
With this form of procedure, all suppliers can submit tenders.
The contracting authority plans to award a contract without having a dialogue with the suppliers beyond making any clarifications / corrections.
Dialogue through negotiations can nevertheless be carried out if the contracting authority, after the tenders have been received, deems it appropriate. If the contracting authority chooses to negotiate, a first selection will take place after an assessment of the award criteria stated in section 2, with the weight stated there. However, it is emphasized that no suppliers can expect dialogue about their offer and therefore must deliver their best offer within the offer deadline.
