Digitaliserings- og forvaltningsdepartementet (DFD) has entered into an agreement with Menon Economics AS to deliver services for an analysis of the increase in appeals across disciplines at the government manager, with the assignment running until May 31, 2027, and a total value of 3,000,000 NOK. The services involve mapping the reasons for the increase in appeals and identifying measures for handling the appeals procedure. Specific requirements included competence and experience with quantitative and qualitative analysis methods, database usage, social science methods, and legal competence. Eight bids were received for this contract.

Several government managers have reported a lack of consistency between resources and assignments in several areas over time. Important commonalities in this development are a significant increase in the number of appeals in several disciplines. Statutory assignments such as handling appeals will be at the cost of prevention and development.
Processing appeals is important legal security assignments at the government manager. Increased entrance of appeals also leads to increased processing times in several offices, which in themselves pose a risk to legal security. In addition, the large increase means that the government manager must re-prioritise the use of resources for appeals, which is at the cost of preventive work such as supervision and guidance, and the role of competence centre and supporter for the municipalities.
The assignment in this procurement is aimed at mapping the reasons for the increase within the different disciplines and identifying measures for handling the appeals procedure:
The assignment ́s part 1 is to map the reasons for the increase in appeals. There is a need for structured knowledge on developments in order to implement hit-proof measures.
The assignment ́s part 2 is to uncover measures to deal with the development of appeals. The project shall review, assess and propose measures that can contribute to the establishment of a scope of action to handle the development of cases.
The tenderer shall submit two separate final reports in accordance with the assignment description for both parts 1 and 2.
The assignment will run until 31.05.2027.
The estimated value of the procurement is up to NOK 3,000,000 excluding VAT.

Points will be awarded under this award criteria after comparing the tenders ́ fixed price for
assignment, cf. annex 5 to the contract.

personnel.
The following elements will be particularly emphasised:
• Degree of competence and experience with methods for quantitative and qualitative analysis.
• Degree of competence in and experience with the use of databases and methods for obtaining
of new data
• Degree of competence in social science methods.
• Degree of legal competence
• To what degree the proposed resource distribution is assessed as suitable as regards covering
capacity and competence need in the assignment. More emphasis will be put on
competence of resources with the highest percentage contribution in the assignment.
Connection between the offered competence and intended roles for offered personnel in
the project will also be weighted.
Points will be awarded under this award criteria after comparing the tenders ́ responses to the contracting authority ́s description of the assignment, cf. annex 1 and the suitability to fulfil the objective of the assignment.
The following elements will be particularly emphasised:
• To what degree the tender shows a good understanding of the problems that are to be highlighted.
• To what degree the tender ́s proposal for the method and the justification for choosing it are
suitable for solving the stated purpose, including particularly how the assignment shall be carried out
• Any proposals for other relevant, adjoining problems that will be highlighted in the tender offer and the reason for this.
• To what degree the progress plan seems suitable for deliveries by the deadline
