The aim of the procurement is to enter into parallel framework agreements with three different suppliers during the contract period for consulting engineers (RIX), and two different suppliers for architects (ARK). The framework agreement shall contribute to: • Efficient and correct engineering design that provides clear and good tender documentation for contractors, reduces risk and ensures cost efficient solutions. • Sustainable and innovative solutions supporting Avinor's goal of reduced greenhouse gas emissions, energy efficiency and circular economy. • Continual improvement and learning through systematic follow-up of deliveries and implementation of experiences from previous projects. The framework agreement regulates the overall obligations between the parties, whilst individual deliveries are agreed and regulated through call-off contracts.Hovedtrekkene i prosedyrenThe procurement is divided into two discipline packages: • Discipline package 1 – RIX (consulting engineers, all engineering disciplines) • Discipline package 2 – ARK (architects) Economic operators may apply to participate in one or both discipline packages. Qualification, evaluation and award will be carried out separately for each discipline package. The procurement procedure is a negotiated procedure with prior call for competition, conducted in two stages. In the qualification stage, the economic operator must fulfil the qualification requirements set out in the competition rules. If more candidates qualify than the number to be invited, a selection will be made in accordance with the selection criteria. For Discipline package 1 – RIX, 5–8 candidates will be invited to submit tenders. For Discipline package 2 – ARK, 3–6 candidates will be invited to submit tenders. The contracting entity may invite fewer candidates than stated if an insufficient number of qualified candidates is available. The intention is to enter into parallel framework agreements with three suppliers for RIX and two suppliers for ARK. The number may be reduced if, for example, the contracting entity chooses to terminate or not to extend the framework agreement with one or more suppliers, or if a sufficient number of satisfactory tenders is not received.
