Forsvarsmateriell has cancelled a pre-qualification for the delivery of unmanned aerial vehicles (UAVs) due to a requirement that unintentionally restricted potential suppliers. The original pre-qualification sought suppliers with experience in producing Vertical TakeOff and Landing (VTOL) STUAS with a Maximum TakeOff Weight (MTOW) of up to 150kg, and required a minimum overall turnover of 250 million NOK for each of the last three years. Additionally, suppliers needed to have experience with similar contracts valued at 150 million NOK or above, or contracts supplying VTOL STUAS systems to NATO countries, or public/government contracts. Requirements also included ISO 9001:2015 certification, an information security management system, a management system for supply chain due diligence, and an environmental management system. The competition will be re-published with amended qualification requirements.

Prøv Cobrief ProThe Norwegian Defence Materiel agency received a question on Thursday 23 April regarding Pre-Qualification requirement 4 (QR4) relating to this Pre-Qualification. The question was: The wording in QR4 implies that manufacturers of STUAS for purposes similar to those described in the system description will automatically be rejected if they do not have experience producing VTOL UAS. Is this understood correctly? There are UAS systems that are highly relevant for use with CRDCO although they are not necessarily VTOL. Following a review, the NDMA has concluded that this requirement could unintentionally create an unnecessary restriction on potential suppliers at this stage of the procurement process. In light of this we are cancelling this Pre-Qualification. We will review and amend our requirements and ensure that all potential suppliers that meet our amended requirements can take part in this procurement process. We will re-publish the competition as soon as we have amended the qualification requirements . Answers to other questions received for this pre-qualification will be uploaded in the additional information tab in the re-published the competition/Pre-qualification. It will be re-published in the coming days.

The candidate shall have established, implemented, and maintained a quality management system that complies with the requirements of ISO 9001:2015, or recognized equivalent international standard. The candidate shall have established, implemented, and maintained an information security management system. The candidate shall have a management system which ensures that due diligence is performed in the supply chain for the performance of the contract with the aim of enabling the candidate to identify, prevent and mitigate adverse impacts of the performance of the contract related to workers, human rights, the environment, bribery, consumers and corporate governance. The candidate shall have established, implemented, and maintained an environmental management system.

Forsvarsmateriell trenger en rammeavtale for leveranse av "Small Tactical Unmanned Aerial System" over 7 år. Anskaffelsen gjelder ubemannede luftfartøy (UAV). QinetiQ Target Systems Limited har i dag en lignende kontrakt for levering av måldroner med tilhørende utstyr og reservedeler, inkludert vedlikehold, med en maksimal verdi på 120 millioner kroner over 7 år.
Forsvarsmateriell trenger en rammeavtale for leveranse av "Small Tactical Unmanned Aerial System" over 7 år, med en maksimal totalverdi på 1 milliard kroner. Anskaffelsen gjelder ubemannede luftfartøy (UAV).
Forsvarets Logistikkorganisasjon Flo trenger kompetanse innen dronesystemer for å levere overvåkingstjenester over 10 år til en verdi av 600 millioner NOK. Det skal leveres RPAS (dronesystemer) som kan leies, kjøpes, eller en kombinasjon av begge. To viktige formelle krav er at leverandøren må ha et velfungerende kvalitetssikringssystem og besitte teknisk personell eller enheter gjennom avtaleperioden.
Registerenheten i Brønnøysund har etablert en dynamisk innkjøpsordning for tjenester innen sikkerhets- og kvalitetsstyring, med en maksimal totalverdi på 15 millioner kroner over 4 år.
