The Thermal Oil Bundles at Renseanlæg Avedøre, is nearing its end-of-life status, and the Contracting Authority is therefore in need of a supplier to supply a new set of Thermal Oil Bundles, including decommissioning of the old bundles, delivery of the new bundles and installation of these. The current bundles have been in service for approximately 25 years, and are an integrated part of the economizer part of the sludge incineration plant at Avedøre Wastewater Treatment PlantThis procurement is for: Design and build contract regarding replacement of the thermal oil bundles in the economizer part of the sludge incineration plant at Avedøre Wastewater Treatment Plant, including decommissioning of the current bundles. (the "Contract"). The tasks are described in more detail in “Appendix 5 – Technical Specification for Replacement of Thermal Oil Bundles”, including sub-appendix. One (1) contract will be entered into with one (1) Contractor. The Contracting Authority has decided not to divide the contract into lots. This decision is based on the complexity of the works, for which a single contractual arrangement is considered necessary to ensure effective project management and clear allocation of responsibility. Furthermore, the Contracting Authority considers that a single contract will represent a more attractive commercial opportunity and generate economies of scale, thereby increasing the likelihood of receiving a sufficient level of market interest and competition to ensure the best possible outcome for the procurement. Moreover, a single contract will reduce the number of interfaces between contractors and minimize the risks associated with coordination, integration and overall project delivery.Hovedtrekkene i prosedyrenThe procurement will be carried out as a competitive procedure with negotiation in accordance with the Danish Public Procurement Act (Consolidated Act no. 10/ 2023, as amended) (Udbudsloven), cf. § 61(1)(c) as the contract cannot be awarded without prior negotiation due to special circumstances with regard to its complexity, including legal, financial and technical conditions and risks in connection with the contract. The competitive procedure with negotiation means that the process - in general - contains the following activities:On the basis of the Contract Notice, companies can apply for pre-qualification ("open round"). On the basis of the prequalification applications received, 3 companies are prequalified. Only pre-qualified companies can submit tenders ("closed round"). After the tender deadline has expired, the Contracting Authority may choose to award the contract on the basis of the initial tenders without negotiation. Alternatively, the Contracting Authority may decide to initiate negotiations. After the tender deadline has expired (and after a possible negotiation process, the Contracting Authority awards the contract to the Tenderer who has submitted the most economically advantageous tender.

Evaluation of the sub-criterion “price”: The sub-criterion ‘price’ will be assessed on the basis of the answers provided by the Tenderer when filling in Appendix 5 – Tender List. The evaluation will be based on the Tenderer’s stated prices, exclusive of VAT, but inclusive of all other costs. The total evaluation price is automatically added up in Appendix 5 – Tender List. The evaluation model used for the sub-criterion ‘Price’ is described below. Primary evaluation model The total evaluation prices will be evaluated relatively and based on a linear score model from 0 – 10 points. The ‘lowest total evaluation price’ among the compliant tenders cf. Prequalification and Tender conditions section 7.6, is awarded 10 points. A total evaluation price equal to the ‘lowest total evaluation price’ plus X % or above will be awarded 0 points, however, subject to the use of the below secondary and tertiary evaluation models if the conditions for this have been met. Other total evaluation prices are awarded points based on the following formula: =( ℎ − )/ ℎ = − ∗ where X is thus set at 50 % If the following secondary or tertiary evaluation model is used, the above formula is adjusted accordingly. The awarded points will be multiplied by the weighting of the price sub-criterion in the overall evaluation. Secondary evaluation model If it is ascertained that the total evaluation price of half or more of the compliant tenders is higher than the ‘lowest total evaluation price’ plus 50 %, X is fixed at 75 %. A total evaluation price corresponding to the ‘lowest total evaluation price’ plus 75 % or more will thus be awarded 0 points. Tertiary evaluation model If it is ascertained that the total evaluation price of half or more of the compliant tenders is higher than the ‘lowest total evaluation price’ plus 75 %, X is fixed at 100 %. A total evaluation price corresponding to the ‘lowest total evaluation price’ plus 100 % or more will thus be awarded 0 points.

The Contracting Authority will regard it as positive if: • The timetable is assessed as realistic and robust and includes: o clear indications of responsibility o which resources of the Contracting Authority the Tenderer intends to use, including the expected scope thereof, and that such use is proportionate and appropriate o which information the Contracting Authority is to provide, and that such information is proportionate and appropriate • A shorter time period from contract conclusion until delivery on site is better than a longer time period.

Insert number of days, each part of the timetable requires • Clear identification of responsibility for the milestones. • Who is to provide which inputs, information, etc. in connection with each individual item. • Clear identification on which activities incl. time is needed with the oven out of service (downtime) The Contracting Authority will regard it as positive if: • The timetable is assessed as realistic and robust and includes: o clear indications of responsibility o which resources of the Contracting Authority the Tenderer intends to use, including the expected scope thereof, and that such use is proportionate and appropriate o which information the Contracting Authority is to provide, and that such information is proportionate and appropriate • A shorter time period from delivery on site until final takeover of the Plant is better than a longer time period. • A shorter time period where the oven is out of service (downtime). o It is better to have a longer time in total with a shorter time when the oven is out of service (downtime).

Evaluation of the qualitative subfactor ‘method statement for installation and dismantling’: This sub-criterion will be evaluated on the basis of the responses provided by the Tenderers in Appendix 6 – Tender response, where the Tenderers are requested to address the following matters: • Describe the proposed methodology for dismantling, removal and disposal of the existing thermal oil bundles, including lifting operations, waste management and environmental considerations. • Describe the proposed methodology for fabrication, delivery, installation and commissioning of the new thermal oil bundles, including quality assurance and testing activities. • Describe the Tenderer's health, safety and environmental (HSE) management approach for carrying out the works

Evalueringsmetode

The Contracting Authority will regard it as positive if: • The proposed methodology is detailed, realistic and demonstrates a comprehensive understanding of the technical and practical challenges associated with the assignment. • The proposed methodology includes well-documented measures to ensure a safe execution of the works and minimize risks to personnel, facilities and the environment. • The Tenderer demonstrates a robust quality management approach, including inspection, testing and documentation procedures for the manufactured bundles. • The Tenderer demonstrates an effective approach to planning and execution that minimizes downtime and ensures timely completion of the works. The Tenderer supports the proposed methodology with relevant references, lessons learned from similar projects and clear evidence of previous experience. Points are awarded based on: • Tenders are evaluated in accordance with an absolute model, cf. the points scale in Prequalification and Tender Conditions section 8.5. • The Contracting Authority must make an overall assessment of the sub-criterion/each part criterion in the tender. • The Contracting Authority will assess whether the methodology is specific, coherent and sufficiently documented. • The Contracting Authority will assess the extent to which the Tenderer can render probable the Tenderer’s capacity to comply with the items listed, for example supported by experience and documentation. • The item concerning the project execution plan and measures to minimize downtime weighs more heavily than the other items.
