Leverandøren skal ha dyp kunnskap om urban mobilitet og erfaring med å utføre analyser. Leverandøren skal ha dokumentert erfaring innen relevante felt og dokumentert evne til å kommunisere og visualisere komplekse problemstillinger. En viktig faktor er også autoriteten konsulenten(e) kan gi sluttproduktet. Forståelse for nordisk samarbeid og ett av de skandinaviske språkene (dansk, norsk eller svensk) er en fordel.
Leverandøren skal fremlegge skatteattest for merverdiavgift og skatteattest for ordinære skatter, ikke eldre enn 6 måneder regnet fra tilbudsfristens utløp.
