Avtalen hadde en estimert totalverdi på 45 millioner kroner over 2 år. Kvalitet (kompetanse, erfaring og oppdragsforståelse) og miljø (avfallshåndtering, produkter og kjøretøy) ble vektlagt med henholdsvis 50 % og 30 %, mens pris utgjorde 20 % av evalueringskriteriene.
