Forskning og miljøovervåking

Klima- og Miljødepartementet trenger en leverandør av høyoppløselige satellittbilder (<5m oppløsning) for å levere gratis tilgang til disse bildene som en del av NICFI Satellite Data Program. Kontrakten har en verdi på 200 millioner NOK ekskl. mva. To viktige formelle krav er at leverandøren må ha solid økonomisk stilling og være juridisk etablert med nødvendig teknisk og profesjonell kapasitet for produksjon og deling av satellittbilder samt brukerstøtte.

4.3 Economic and financial standing
The Tenderer shall have a sufficient economic and financial standing to fulfil the obligations during the term of the contract. To be provided: 1. Equity ratio 2. Interest coverage ratio 3. Current ratio The Tenderer shall provide information on how to access available financial statements from the past two financial years, preferably with a website link. Tax certificate
Payment of taxes and VAT. For Norwegian service providers only: A certificate, no older than 6 months, confirming that the service provider has fulfilled obligations relating to the payment of taxes, social security fees and VAT. The certificate is ordered on Altinn, through a link on skatteetaten.no. If this is not possible, the certificate may be ordered from the tax collector or Skatteetaten. The certificate is electronically approved, and therefore not signed. For further information visit skatteetaten.no.

4.2 The service provider’s registration, authorization etc.
The service provider shall be a legally established entity. • Norwegian service providers: Company certificate or a print from the Central Coordinating Register for Legal Entities (CCR) for sole proprietorships which are not required to register. • Foreign service providers: Confirmation that the service provider is registered in a trade register or a register of business enterprise in accordance with the laws of the state where the service provider is established. The confirmation may be provided in writing, or by a reference to BRIS.

4.4 Technical and professional ability
The Tenderer must have sufficient ability and experience in production and sharing of high-resolution satellite imagery and mosaics, as well as user support to data users, in order to fulfil the contractual obligations. The Tenderer is not required to have experience with a similar delivery in scope and size as what is described in Appendix 1, but the experience described must prove the tenderers’ ability to perform the contract. The service provider must have a third-party certified environmental management system or standard, such as EMAS, ISO 14001, Eco-Lighthouse or equivalent internationally recognized standards. For the documentation requirement, see the Request for tender.
