Oppdragsbeskrivelse

Anskaffelse av arbeidstøy og vernebekledning, inklusive regntøy, verneutstyr og sko til bruk for tekniske tjenester, bygg og anlegg, renhold, skole og barnehage m.fl. Anskaffelsen skal dekke Oppdragsgivernes behov for slike produkter og vi ønsker en leverandør som kan tilby et bredt sortiment i de etterspurte produktkategorier. Det skal inngås kontrakt for hele sortimentet innenfor følgende kategorier: Arbeidstøy og vernebekledning, inkl. regntøy og sko, arbeidstøy tilbehør og verneutstyr. Det skal leveres både dame- og herremodeller/størrelser.Hovedtrekkene i prosedyrenAnskaffelsen gjennomføres i henhold til bestemmelsen i anskaffelsesloven og anskaffelsesforskriften del I og del III. Kontraktstildeling vil bli foretatt etter prosedyren åpen anbudskonkurranse, og dette innebærer at alle interesserte leverandører kan levere tilbud. I denne konkurransen er det ikke anledning til å forhandle eller å endre tilbudet etter tilbudsfristens utløp.

Lowest total price. The discount shall be the same within each category. The dated gross price list in spreadsheet format shall be enclosed with the tender and it shall include all the product categories stated in the price form. Documentation: Prices shall be given excluding VAT under the tab "products" in Mercell.

The contracting authority will carry out an overall assessment of the following points (1-3): 1. Fulfilment of the price and product form: The price and product form states the contracting authority ́s desired qualities and execution for work wear, protective clothing, rainwear, shoes and protective equipment. The contracting authority will assess the tenders based on the degree of fulfilment. 2. Fulfilment of the following minimum requirements: We would like the offered sizes of shoes, work clothes and protective clothing beyond the upper and lower minimum limits. 3. We are expected to offer both men's and men ́s sizes for safety reasons. Tenderers must prove the reason if unisex is offered. 4. We would like tenderers to deliver shoes and protective shoes with narrow, normal and broad reading. Tenderers will provide information on this in the tender if available. Documentation requirement: A combined pdf file with a product description and pictures of all the offered products shall be enclosed in the same order as the price and product form. The description shall as a minimum contain the following information: Information on whether it is a women's, men's or unisex product. Indicate whether shoes/protective shoes are delivered in a narrow, normal or wide reading. Textile composition Washing instructions Sizes Certifications Unique id Documentation that the size is in accordance with part 3 in NS-EN 13402 Size designation of clothing Environmental marking with valid license number Marking scheme mulesing It is the tenderer ́s responsibility to submit sufficient documentation so that the contracting authority can carry out a correct evaluation of the tenders. The contracting authority can reject tenders that include uncertainties if these uncertainties must not be seen as insignificant. The contracting authority is not obliged to request supplementary documentation. Tenderers refer to a separate annex that is uploaded under the tab "Dokumenter" in Mercell.

Evalueringsmetode

The tenderer ́s response will be assessed and given points based on the following scale: * fulfils requirements to a very small degree - 1 point * fulfils the requirements, but with significant shortcomings - 2 points * fulfils the requirements, but with some shortcomings - 3 points * fulfils requirements - 4 points * fulfils the requirements well - 5 points * fulfils requirements very well, preferably above expectations - 6 points The points will be normalised. The best tender will get 10 points and therefore no price mark-up for this criterion. Tenderers who do not get the best score on the criterion will receive a price mark-up. Tender prices can be simulated in the "simulation file" available for downloading in Mercell.

Environment

The score will be determined based on the portion of products with documented environmental properties. The contracting authority gives a full account of work wear that is marked with the Swan Ecolabel and the EU Blomsten. Other marking schemes will give a lower rating, if the environmental labels are assessed as less relevant or comprehensive. Øko-Tex Standard 100 gives 25 % value compared to the Swan Ecolabel and the EU Flower. The EU Ecolabel or the Swan Ecolabel on components/materials gives 25 % value. Equivalent marking schemes will also be paid, but the tenderer must prove that the marking scheme is equivalent. Tenderers who offer other brands will have the legal responsibility to document that their environmental label can be seen as equal/equivalent with the marks specified above. When calculation of points on this criteria, the amount of the relevant products will be multiplied by volume (number). For products where documentation is not enclosed, invalid licences or labelling schemes are given, based on self-declarations that must not meet the environmental minimum requirements, no payment will be given. Documentation requirement: In the column "Miljømerke" in the price form, the environmental label each product has, as well as a valid licence number, shall be filled in. If the product does not have a license number, a valid certificate/licence certificate must be enclosed.

Evalueringsmetode

The tenderer with the highest score will get 10 points on the criterion. The other tenders will get a score calculated after percentage deviations from the best score.
