Finansdepartementet trenger tjenester for porteføljeovervåking, screening og selskapinformasjon for Statens pensjonsfond utland (SPU), med en maksimal totalverdi på 18 millioner kroner over 3 år, med opsjon på forlengelse i 1+1+1 år, totalt maksimalt 6 år. Anskaffelsen er delt inn i fire deler: screening av selskaper som produserer eller utvikler biologiske våpen, antipersonellminer, uoppdagelige fragmenteringsvåpen, brannvåpen, blendende laservåpen, klaseammunisjon og atomvåpen; screening av selskaper som produserer tobakk og/eller cannabis; nyhetsbasert overvåking av portefølje med tilgang til nyhetsbasert ESG-database; og tilgang til en selskapsdatabase. Tjenestene skal støtte Etikkrådets arbeid med å identifisere selskaper som er i strid med SPUs etiske retningslinjer.

The Norwegian Ministry of Finance (the Ministry) is responsible for the Norwegian Government Pension Fund Global (GPFG). The Ministry has appointed the Council on Ethics for the GPFG (The Council) to evaluate whether the GPFG’s investment in specified companies is inconsistent with its Ethical Guidelines. The Council is administratively subordinate to the Ministry but is professionally independent. The Ministry is the Contracting authority for this procurement. The Government Pension Fund Global (GPFG) holds equity and fixed-income instruments issued by approximately 10,000 companies operating worldwide. In accordance with the Ethical Guidelines, the Council on Ethics is mandated to monitor the GPFG’s investments to identify companies that either contribute to or are themselves responsible for the products or conduct outlined in Sections 3 and 4 of the Guidelines. This monitoring relies on objective, reliable, and well-documented information to support the Council’s recommendations regarding the observation or exclusion of companies. The duration of the contracts will be three years, with the possibility of extension for one year up to three times, for a total maximum duration of six years. The procurement is divided into the following lots: Lot 1: Screening: Companies that produce or develop of biological weapons, anti-personnel mines, undetectable fragmentation weapons, incendiary weapons, blinding laser weapons, cluster munitions and nuclear weapons Lot 2: Screening: Companies that produce tobacco and/or cannabis Lot 3: News based monitoring of portfolio - Access to news based ESG database Lot 4: Access to a company database The council encourages relevant suppliers to work together to cover the various lots and criteria in the best possible way.
