    Veas has a continual need for mechanical services, industrial plumbing and other relevant maintenance work connected to the operation and upgrading of equipment and treatment plant at Veas. Veas is commissioning a new dewatering facility at the beginning of 2027, and the extent of the mechanical services connected to the start-up and operation of this part of the plant is uncertain. The contracting authority needs parallel framework agreements with up to 3 tenderers within mechanical maintenance and pipe work. The framework agreement period is 4 years and the estimated value is NOK 60 million. The contracting authority requires a prioritised customer and that work shall start within 48 hours on weekdays if needed. The tender deadline is shortened to 10 days by use of a prior information notice in accordance with the procurement regulations (FOA) § 20-3 fourth paragraph. The prior information notice was published on Doffin/TED 19.07.26.

Kvalifikasjonskrav 1
The organisational and legal position of the tenderer.
Tenderers shall be registered in a company register, professional register or registered in a commerce register in the country where the tenderer is established.  Documentation requirements: Norwegian companies: Company Registration Certificate  Foreign companies: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Environmental management system
Tenderers shall have certified at the time of the contract. environmental management system or standard, or established internal company routines.  Documentation requirements: This can be documented by a CERTIFICATE of EMAS certification, ISO 14001 certification, Eco-Lighthouse or equivalent certificates issued by bodies in other EEA countries, or with written procedures.

The tenderer's tax payments, etc.
Tenderers shall have their tax, employer contribution and VAT payments in order.  Documentation requirements: * Tax and VAT certificate.   * The tax certificate must not be older than 6 months calculated from the tender deadline.    * Foreign tenderers must provide certificates from equivalent authorities in their home country.
Kvalifikasjonskrav 4
The tenderer's economic and financial capacity
Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract.   Documentation requirements: * Credit rating A (Credit worthy) carried out by a publicly certified credit rating institution.   * The rating shall not be older than 3 months calculated from the tender deadline. If a tenderer, due to valid reasons (e.g. newly established), cannot submit the documentation requested by the Contracting Authority, the economic and financial position can be presented with other documentation or guarantees that the Contracting Authority can accept.  * The contracting authority reserves the right to obtain further credit ratings or other financial information that, but not limited to annual financial statements including notes, the board's annual reports and auditor's reports.

The tenderer's technical and professional qualifications.
Tenderers shall have experience from comparable contracts. Documentation requirements: * Description of the tenderer's up to 3 most relevant assignments during the last 3 years.   * The description must include a statement of the assignment ́s value, date and recipient (name, telephone number and e-mail address).   * It is the tenderer ́s responsibility to document relevance through the description.   * Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider.
