The consultancy assignment is a part of a 5-year institutional cooperation (2021-2026) between Electricity Regulatory Authority of Uganda (ERA) and the Norwegian Water Resources and Energy Directorate (NVE), financed by the Norwegian Agency for Development Cooperation (Norad). The cooperation is anchored in a program document and organized in different Cooperation Areas (CAs). This consultancy assignment, and the associated Terms of Reference, is linked to CA3.3, �Safety of Hydropower Dams and Waterways�. CA 3.3 is implemented by ERA and the Ministry of Water and Environment, Directorate for Water Resources Management (DWRM), supported by NVE. ERA and DWRM will develop a regulatory framework for dams and waterways safety management and a classification system for dams and waterways to improve the safety of dams and waterways to enhance the resilience of downstream communities in Uganda. The objective of this assignment is twofold:To map and assess the baseline situation with respect to the regulatory framework for dams and waterways safety so that ERA, DWRM and developing partners can address gaps, weaknesses and challenges well informed. To propose dam classification criteria for dams and waterways in Uganda.Hovedtrekkene i prosedyrenTo achieve the afore mentioned objectives, the consultant shall:Review policy instruments related to the national legal-, institutional-, technical- and financial framework for dam safety assurance and other literature � national and international - relevant for the assignment. Collect and review information on existing dam safety practices from dam owners. Undertake field visits to some selected, representative dam sites to obtain information on existing or potential challenges faced by dam operators, including risk management approaches and independent inspection reports for high-hazard dams. Provide a Situation Analysis Report that identifies strengths and gaps/weaknesses/challenges based on the above. The report should also give recommendations on which of the identified gaps that should be prioritized for improvements. Review different dam classification systems and propose criteria for classifications of dams and waterways in Uganda. Receive feedback from ERA, DWRM and NVE, and make one adjustment of (i) the Situation Analysis Report and (iii) the proposal for dam classification criteria. Present the Situation Analysis Report and the proposed classification criteria to ERA, DWRM and NVE. Expected deliveries are:A Situation Analysis Report with recommendations on which gaps to prioritize for improvements. Recommendations for classification criteria for dams and waterways. A presentation of the Situation Analysis Report and the recommended classification criteria.

Evalueringsmetode

The supplier shall provide CVs for personnel offered, including references from previous projects. Maximum CV length is strictly 4 A4 pages. The supplier may use the attached CV template. A description of the team offered, including justification for the composition of the team and an estimate of man-hours planned for each team member, should also be provided.
