Brief
Achilles Information AS, på vegne av Statnett SF, har etablert et kvalifikasjonssystem kalt STATNETT SF STAGE 2 for leverandører av utstyr, materialer og tjenester til transformatorstasjoner og kraftledninger, med spesifikke krav for OBSTRUCTION LIGHT SYSTEM. Leverandører må først kvalifisere seg gjennom ACHILLES UTILITIES NCE (STAGE 1) før de kan søke om kvalifikasjon i STAGE 2. Kvalifikasjonssystemet er en kontinuerlig prosess uten tidsbegrensning, men leverandørinformasjon må holdes oppdatert. Det kreves dokumentasjon på betalte skatter, minimumslønn og arbeidsforhold, sikkerhetsavtale, samt aksept av Statnett SFs etiske retningslinjer. Videre må leverandørene ha et velfungerende HMS-system, tilstrekkelig økonomisk kapasitet, samt tekniske og profesjonelle kvalifikasjoner inkludert erfaring og referanser. Kvalitet og risikostyring er også en del av kravene, og leverandørene må kunne dokumentere sitt kvalitetssystem.

Regulations for the STATNETT SF STAGE 2 qualification system a. Suppliers must be registered in ACHILLES UTILITIES NCE. For registration in ACHILLES UTILITIES NCE, please see: Become a supplier to Statnett | Statnett b. In order to be qualified the supplier/applicant must fulfill the requirements listed in the relevant qualification documents. c. All applicants that fulfill the qualification requirements will be selected and named in the supplier list for this qualification system. d. The applicant must maintain compliance with all the qualification requirements stated. e. Suppliers may apply for qualification at any time. The STAGE 2 qualification systems are continuous processes, including approval of (new) applicants. f. The qualification systems are of indefinite duration, but supplier information must be kept updated. Qualified suppliers will be kept informed of any updates to the regulations and/or requirements for the qualification system. Documentation requirements: Requirements for qualification Upon request detailed qualification requirements/basis will be issued together with an invitation to qualify. In the qualification process Statnett will ask for documentation and information to evaluate different criteria; General: o Paid taxes The applicant shall have all matters in relation to government tax authorities in order. Documentation: Certificate for tax and value added tax, shall not be older than 6 months. o Meet requirements for minimum salary and conditions of work The applicant shall meet requirements for minimum salary and conditions of work. Documentation: Signed self-declaration. o Signed Security agreement Documentation: The applicant shall sign a security agreement. o Not listed on US sanctions list The applicant and its employees and all potential subcontracts that contribute to fulfil the contract shall not be on the Sanctions List issued by the Office of Foreign Assets Control, U.S Department of Treasury. Documentation: Signed self-declaration o Acceptance of Statnett SF ethical guidelines for suppliers The applicant shall meet requirements related to ethical guidelines for suppliers. Documentation: Signed self-declaration Health, Safety and Environment: The applicant shall have and operate a well functioning Health, Safety and Environment (HSE) management system (including external environment) in compliance with the requirements in the Norwegian HSE legislation. o HSE self-declaration Documentation: Signed self-declaration o HSE management system Documentation: Descriptions and documentation related to the HSE management system Commercial and financial capacity: The applicant shall have sufficient financial capacity to fulfil the contract. The Applicant (together with cooperating companies) shall at all times maintain sufficient financial capacity related to any works tendered for. Documentation: Signed self-declaration Technical and professional qualifications, including: The applicant shall have the in-house organizational capacity to fulfil the contract efficiently (i.e. adequate staffing, equipment and necessary expertise). o Qualifications o Manpower o Equipment and machinery o Organisation o Experience/references Quality and risk management: The applicant shall have and operate a good and efficient quality management system. Documentation: Description of the Applicant's quality and risk management system including list of relevant procedures and/or check lists for main categories of work included in this quality system. Table to be filled in and required quality documentation to be submitted.
