Oppdraget inkluderer litteraturgjennomgang og kunnskapssammenstilling for å raffinere den analytiske kunnskapsbasen for Norads energiporteføljestyring. Anbudets vekting er pris: 30% og relevante kvalifikasjoner: 70%.

    The study will conduct a literature review and knowledge compilation of available research, evaluations, and reviews to refine the analytical knowledge base for Norad’s energy portfolio management. The Clean Energy portfolio aims to achieve increased access to affordable, clean energy and strengthened public management, to ensure economic and social development. Clean energy is supported through Norad, Norfund and the Embassies. Norad and the Embassies provide grant support. Norfund is funded over the state budget and provides risk-willing capital for business development in the form of equity, loans and guarantees. Total annual budget allocations for clean energy have fluctuated between 0.5 and 2.0 BNOK per year. Norad has recently (since 2022-23) adopted a more comprehensive portfolio management approach to clean energy interventions. The approach intends to achieve more efficient use of development cooperation funding and better coordination (synergies) of interventions supported through different channels. This is achieved through scorecard benchmarking of programmes and projects, aggregated reporting of results, as well as active coordination with the energy activities of Norfund and the Embassies. The portfolio management will be supported by long term investment planning and analytical tools such as Theory of Change (ToC), Knowledge Plans, and Result Management Plans at portfolio level. The analytical tools and knowledge base is currently under development, and will be subject to constant revision and refinement, factoring in also broader contextual changes.Hovedtrekkene i prosedyrenNorad intends to award the contract based on an assessment of the tenders as received before the deadline for submission of tenders. Dialogue may be conducted to provide clarifications if Norad should see the need. However, Norad may choose to conduct negotiations if Norad after evaluating the bids should deem negotiations desirable. Reduction of the number of bidders invited to negotiations will be made based on the award criteria. This procedure means that the bidders cannot expect to be invited to negotiate and must deliver their best offer within the deadline for submission of tenders.

    Beskrivelse

    The tenderer shall offer one hourly rate in NOK excl. of VAT for all consultants under the contract. The hourly rate shall include all Consultant's profit and expenses, including social and administrative costs. The award criteria “Price” will only be assessed based on the hourly rate offered.

    Institutional: At least 10 years of institutional research experience energy, climate, and sustainable development, including published works or publicly available work on energy development, including energy access, poverty, just transition, as well as /climate and project finance needed. Experience with energy planning, social, political, and economic context analyses will be an asset. Experience in analyzing and synthesizing research for policy advice and program implementation. Experience from or access to sources, researchers, and documentation from Sub-Saharan Africa. Team Composition: The proposed team must comprise a Team leader who will be supported by a team of at least 2 researchers to ensure comprehensive and quality work. A clear team structure and quality assurance mechanisms must be proposed. The Team Leader must have an advanced university degree and minimum 10 years of experience in team management and collaborative research, including proven experience in leading a team to deliver on a research and analysis assignment. The Team must have proven experience in, and published/publicly disseminated, secondary research, literature reviews and/or desk analysis in the institutional qualification areas mentioned above. Flexibility in the composition of team members will be needed for the optional follow-up work. Institutional and team composition qualifications will be assessed in combination. The institutional qualifications shall be summarized on maximum two pages. For assessing the qualifications of the proposed team CVs for up to 5 researchers plus the team Leader shall be presented. The key qualifications of the proposed team shall be summarized on maximum one page per member.
