Forsvarsbygg søker leverandører til en dynamisk innkjøpsordning for bistand til reguleringsplanarbeid, som omfatter arkitekt-, ingeniør- og planleggingstjenester. Tjenestene er landsdekkende, primært på fastlandet, men også for sjøarealer og enkelte øygrupper, og dekker lokasjoner som Innlandet, Trøndelag, Nordland, Oslo, Rogaland, Vestland og Møre og Romsdal. Bistanden gjelder ordinære reguleringsplaner hvor Forsvarsbygg er forslagsstiller, samt i sjeldne tilfeller statlige reguleringsplaner, og omfatter et stort spenn i størrelse og kompleksitet, inkludert nye planer og revisjoner.

    Dynamic purchasing system for assistance with development plan work. The Norwegian Defence Estates Agency invites tenderers to submit an application for prequalification for assistance with development plan work. In order to participate in future competitions under the scheme, the tenderer must be qualified through this scheme. The scheme is nationwide. Each competition will clarify where the need is located.Hovedtrekkene i prosedyrenThe need for assistance relates to ordinary zoning plans where the Norwegian Defence Estates Agency is the proposal and where affected municipalities operate as a planning authority. The plan processes follow the formal requirements in PBL and are aligned in accordance with the routines and procedures set in the municipalities for implementing development plans. In some cases the planning area can exceed municipal borders and involve more than one municipality. In exceptional cases, the Ministry can make a decision on the Government Zoning Plan. This rarely occurs and only if the criteria are present. The Norwegian Defence Estates Agency ́s planning need includes locations distributed nationwide, mainly on the mainland, but also sea areas where the Norwegian Armed Forces need sea use is naturally connected with onshore rehearsal areas. There may also be planning requirements for some island groups. The planning requirement mainly includes areas that the Norwegian Armed Forces can use for their own purpose, i.e. shooting and training fields and clay. In some cases there may be a need for plans for areas or infrastructure that are separate from the Norwegian Armed Forces' areas. The development plans will have a large span in size and complexity and will include both new plans and revisions of the current plans. After clarification with the planning authority, the planning need can be solved in some cases by simple plan changes. See the tender documentation part III for further details.
