This qualification system shall cover the provision of remedial burial services in the Dutch North Sea. TenneT reserves the right to extend this scope of work to cover its assets in Belgian, British, German Norwegian and Danish waters in the future for cables which fall in the major responsibility of TenneT. For each requirement of remedial burial services of offshore or nearshore HV power cables the client will issue an invitation to tender/request for quotation (ITT) based on the contractual conditions which are published with this Qualification System. The technical requirements can vary in its nature, depending on the region, permit requirements, soil conditions, etc.

Kvalifikasjonskrav

Minimum annual turnover

The applicant has to provide annual reports of the past 3 years. The evidence of economic and financial capacity shall prove a minimum of an annual turnover of EUR 3,000,000.00 must be provided for the past three years. In the case of a bidder consortium the aforementioned sales are based on the cumulative turnover of the consortium partners. For each individual bidder or consortium partner, the total turnover of the group is deemed to be 100% owned by the group parent company.

Business liability insurance

The applicant has to provide proof of existing business liability insurance with a coverage of at least EUR 2,500,000 per claim for property damage, personal injury and consequential loss (incl. duration of the insurance) or provide a statement to take such insurance in case of contract award.

Marine Hull insurance / Hull and Machinery insurance

Each applicant has to confirm that all vessels to be utilized in the course of the contract will be properly insured with Marine Hull insurance / Hull and Machinery insurance up to the full value of the vessel.

P&I-insurance

Each applicant has to confirm that all vessels to be utilized in the course of the contract will have a P&I-insurance, or equivalent, with a minimum cover of EUR 25,000,000.00.

Workers' compensation and employer's liability insurance

Each applicant has to confirm existence of a workers' compensation and employer's liability insurance to cover claims that are not covered by the insurance under P&I or similar, in accordance with legal requirements regarding your employees and other persons for which he could be held liable, if applicable, or confirm this is not required by legislation.

Borrowing qualifications

In the event that the candidate/bidder makes use of the capacities of another economic operator (e.g. group company), proof must be provided that the other economic operator will be jointly and severally liable with the bidder in the event of a contract being awarded in accordance with the scope of the suitability loan. The third party must fulfill the minimum criteria stipulated in the invitation to tender. In addition, the third party must provide a self-declaration on grounds for exclusion.

Details of the applicant

Submission of a document containing the bidder's complete information. In the case of a bidding consortium, each member must submit the relevant information. The information includes in particular: full name, legal representatives, full address, internet address, contact person including telephone number and e-mail address.

The applicant has to provide an up-to-date extract of commercial register (or similar), not older than three months.

Ownership structure

The applicant has to provide information on the ownership structure.

Company organization chart

The applicant has to provide a company organization chart relating to the requested service.

Average total number of employees

The applicant has to provide the average total number of employees per year/ over the last 3 years - at least 20 FTE.

Referanseprosjekter

Proof of experience in the area of the services to be awarded by stating appropriate reference contracts/jobs executed in the last 5 years which by type and difficulty are comparable to the service.

Examples for technical & vessel data sheets

Example datasheet(s) for remedial burial spread, a vessel datasheet & operational limits (wave height (Hs), (if relevant) Wave Period (Tp), Wind (m/s), current (kn)) are to be provided to confirm a proper understanding of the scope of work required.

Occupational Health and Safety Management system

The applicant must provide a proof of an Occupational Health and Safety Management system according to ISO 45001:2018 or similar.

Environmental Management system

The applicant must provide a proof of an Environmental Management system according to ISO 14001:2015 or similar.

Acceptance of TenneT HSE requirements

Each applicant has to accept the TenneT SHE requirements in the currently valid version as part of the contract and implement them accordingly.
