    MEC is planning for a major overhaul of the Allen steam turbine at the CHP plant in Maabjerg, Holstebro, Denmark. The unit is a 32 MW twin cylinder condensing turbine commissioned in 1992. To ensure reliable, safe, and efficient operation of the unit a major overhaul of the low-pressure turbine, the reduction gear and generator is needed. For a more thorough description of the Works included in this call for tender, please see the Technical Specification, Appendix 1. Included in this call for tender are also several optional deliveries. For a description of the options, please see section 4 in the Technical Specification, Appendix 1. Purchase or realization of the options are predominantly dependent on the actual findings.Hovedtrekkene i prosedyrenThe procurement procedure is conducted as a negotiated procedure in accordance with the Utilities Directive (Directive 2014/25/EU, as implemented by Order No. 1078 of 29 June 2022). The procurement procedure is conducted entirely electronically, and direct, unrestricted, and free access to the entire tender documentation is available via the Ethics tender portal. Notices, corrigenda, as well as questions and answers, will be made available via the above-mentioned tender portal. Submission of tenders shall likewise take place via the tender portal. (https://www.ethics.dk/ethics/eo#/71a17ea8-f8f4-4efa-b931-c13cbb9b5d62/homepage) In accordance with the rules regarding publication, the tender conditions contain common provisions that will apply to all phases of the call for tender (section 1), information regarding the prequalification phase (section 2), the tender and negotiation phase (section 3-9) and information about the declaration and signing of the contract (section 10-11). As a precondition for an applicant to be declared eligible to undertake the contract and therefore prequalified, the applicant must submit a completed and dated ESPD (European Single Procurement Document), which must contain the following: 1) A completed European Single Procurement Document (ESPD) for the applicant, as well as a completed and signed ESPD for any supporting entities/consortium members. 2) Information about the economic and financial standing of the applicant. 2.1 A solvency ratio of a minimum of 20 % in the Last Fiscal Year (i.e 2025) (LFY). 3) Information about the technical and professional ability of the applicant. 3.1) References: Minimum three (3) and a maximum of five (5) references on major overhaul work for geared steam turbines of sizes >15 MW including the generator within the last 5 years. The permissible age for references has been extended from 3 to 5 years, as the contract is not considered to arise with a frequency that ensures sufficient competition unless the permissible age is extended to 5 years. 3.2) Workshop Facilities: The applicant must as part of the application provide a statement as to the technical equipment directly available to the applicant (either own and/or equipment or sub-contractor’s facilities) with respect to workshop facilities with capacities for handling large components (e.g. rotors) such as lathes, milling machines/vertical lathes, crane capacities, balancing facilities etc. 3.3) Engineering competencies and capacities: The applicant must describe and whether field service manpower (TFA’s, mechanics, specialist services etc.) are own staff or subcontracted. The applicant must include a statement about the access to qualified engineering capabilities and capacities in case of fact findings, recommended modifications, repair works, or reverse engineering of spare parts needed during the major overhaul should require such services. Please use the form provided in Appendix A for 3.1, 3.2 and 3.3. From the applicants who fulfill the minimum requirement for economic and financial standing and are not subject to any of the mandatory grounds of exclusions, MEC selects 3 applicants, who will be invited to submit a tender ("Initial Offer"). The selection will be based on the technical and professional ability of the applicant in 3.1, 3.2 and 3.3. MEC reserves the right to award the contract on the basis of the initial offer, without entering into negotiations with the tenderers. Accordingly, Tenderers are urged to submit their best possible offer as early in the process as possible, as they not necessarily be given the opportunity to submit additional revised tenders. MEC expects to conduct the negotiations as a relatively short process. The purpose of the negotiations is to clarify and negotiate the "Initial Offer", so they will be optimized compared to the needs and requirements of MEC. Furthermore, the purpose is to increase the understanding of both parties regarding the character, challenges, and conditions of the work. The contract will be awarded the most economically advantageous tender based on the award criterion "best price-quality ratio" with the following sub-criteria and weighting: 1. Price: Weighted 30% 2. Description of technical solution: Weighted 40 % 3. Time schedule: Weighted 15 % 4. Key persons and organization: Weighted 15 % Requests for participation and tenders are prepared at the expense of the applicants and tenderers, and no compensation will be offered. This also applies to attending the negotiation meetings and site visits.
