Background and Objective of the Qualification System for Consultancy Services  Background TenneT TSO GmbH (TTG) is one of the top 5 transmission system operators (TSO) in Europe. TenneT is responsible for the operation, maintenance, and further development of the electricity transmission grid, in particular the 220kV and 380kV voltage levels in large parts of Germany. The grid extends from the Danish border to the Alps and, at around 140,000 square kilometres, covers around 40 percent of Germany's surface area. TenneT is accountable for the efficient transmission of electricity over long distances via around 13,500 kilometres of high-voltage lines. This requires continuous investments in maintenance and grid development projects to reduce interference and outage as far as possible and thereby ensure quality and stability. TenneT is hence responsible for several grid development and maintenance projects with national and international reach and notice. For TenneT, security and a stable and high network availability have the highest priority. To achieve this, the organisation must be managed in an efficient and targeted manner. Objective of the qualification system In the frame of extensive transformation processes, which are currently realised in TenneT, and which are planned to be continued, TenneT faces numerous strategic tasks and challenges in the foreseeable mid- and long-term future. For these purposes external consultancy support will be required. In front of this background, TenneT intends to set-up a Qualification system for non- technical “Consultancy Services”. Within this qualification system TenneT aims to proceed tender below and above the actual valid EU-tender threshold for services. Main focus point of the qualification system is the non-technical consulting that is needed for internal management functions that ensures the security of supply and further development of TenneT. In general, the qualification system shall cover all consultancy services for TenneT and its affiliated companies in the field of non-technical consultancy services. This includes all departments and its respective consultancy needs. The focus areas listed below provide examples of the use of consulting service providers but are not exhaustive. They merely provide an overview of the focus areas of consulting demand within TenneT. The specific demand is then tendered and communicated within the pre-qualified suppliers. TenneT aims to award consulting assignments only to pre-qualified partner but reserves the right to award consulting contracts outside the qualification system. Self-declaration - Sanction package Russia (Annex C09)

Self-declaration regarding the sanction package Russia. The signed sanction package Russia (Annex C09) conducted with the participating company is valid for all contracts that are conducted with the tenderer in course of the qualification system, as well as for the qualification system itself.

Non-disclosure agreement (Annex C08)

The confidentiality agreement (Annex C08) conducted with the participating company is valid for all contracts that are conducted with the tenderer in course of the qualification system, as well as for the qualification system itself. If the client is not TenneT TSO GmbH, but an affiliated company, a separate confidentiality agreement will be conducted with the respective company in the tendering project. The content of the document remains unchanged. Only in case of high-risk projects a separate and more concrete confidentiality agreement will be conducted in the respective tender project. This will be announced explicitly in the tender documents. Only confidentiality agreements will be accepted by the client, which will be signed unchanged by the contractor. Restrictions or changes of any kind will not be accepted.

Company presentation of the bidder (Annex C04)

The bidder's company presentation shall not exceed 15 pages. The information must contain the following components (Minimum Criteria): Basic Data, Organization and Business activities, Contact Details – The person mentioned in this section shall act as Key account manager or SPOC (Single Point of contact) for all questions in regard to the qualification system, Contact Details for future tender – the person mentioned in this section will be the contact person in the Mercell platform and will receive all future tender and project requests (also in case of a Consortium or when companies have listed affiliated companies. Additional documents can be provided, but for the qualification only Annex 04 will be evaluated. If the C04 attachment is missing, prequalification cannot be carried out and this may lead to exclusion.

The bidder may provide at least five (5) of up to seven (7) references, which provide information on their previous experience and which are related to the subject of the qualification system. Each reference must address at least one of the seven (7) focus areas outlined in the Service definition Annex C01. So, within the minimum five (5) references five (5) different focus areas must be assigned (minimum criteria). References six (6) and seven (7) offer the opportunity to cover further focus areas from the list or revisit the ones already covered. The reference projects should be performed within the last 5 years (completed projects or projects which are in process for more than 3 years), calculated retroactively from the date of publication of this competition. In the references, please describe in detail, systematically and comprehensively the methods and systems used and comparability with or differences to the services requested. The responsible project manager of the mentioned references must be still in the company, the date of submitting the request for qualification is decisive. TenneT reserves the right to ask questions on the references submitted. In addition, at least two (2) of the references shall be available for a reference customer telephone call. The individual reference should not exceed a maximum of five (5) pages. Any pages more than this will not be evaluated.
