    Ruter (also called the 'Contracting Authority') invites tenderers to participate in the competition 'Transport services Hadeland 2028'. The competition will be held in accordance with the Act from 17 June 2016 no. 73 on public procurements and regulations 12 August 2016 no. 975 on procurement rules in the supply sectors (utilities regulations) parts I and II. The competition will be held as a negotiated procedure after a prior notice. Qualified tenderers in the competition are invited to submit tender offers. Tenderers are encouraged to go through the tender documentation carefully and get in the competition rules. If the tender documentation is considered unclear, tenderers are encouraged to ask questions to the Contracting Authority.

    In this competition, climate and environmental considerations are not used as the award criterium, cf. the utilities regulations § 7-9. The contracting authority ́s assessment is that it gives a clearly better effect to set minimum requirements than to use the climate and environment as a separate award criterion, where the effect is not guaranteed. The contracting authority is obliged to set standardised minimum requirements or criteria for climate footprint or environmental impact in accordance with the regulations on emission requirements for vehicles for public procurement for road transport. However, the contracting authority has assessed that the exception in the regulations § 4 letter a will be used, so that the environmental requirements in § 3 can be waived. Even if the regulation ́s requirements do not apply, it is however chosen to set minimum requirements for drivetrains to ensure climate and environmental considerations in the best possible way. There are minimum requirements for emission-free material on lines where it is possible to use such material, the minimum requirements for more environmentally friendly fuel rather than fossile fuel on lines where emission-free material cannot be used, and other environmental requirements in the requirement specification. The Norwegian Environment Agency ́s analysis of the emission reduction potential in Norway up until 2030 states that electrification of lorries and heavy goods vans is among the individual measures with the greatest potential for reducing greenhouse gas emissions within road-going transport. The contracting authority assumes that equivalent assessments apply for their own activities by requiring emission free material in the bus fleet where such material can be used.

Kvalifikasjonskrav 1
Requirements regarding the tenderer's financial and economic position.
Tenderers shall have satisfactory financial capacity to carry out the delivery. Documentation requirements: The application shall include the board ́s processed annual accounts - with the auditor ́s report, the board ́s report and the annual report for the last two years. For Norwegian tenderers: The contracting authority will carry out a credit rating of the company in order to see that the requirement is met Foreign tenderers shall enclose a credit rating based on the last known accounting figures. If a tenderer has reasonable grounds for not having available the above documentation, or financial information is available from recent dates which is not in the credit rating or documentation of the tenderer and which is of importance to the tenderer's ability to fulfil the contract, the tenderer can prove his financial and economic position with other documentation that the contracting authority deems suitable. Tenderers ought, in such cases, to make written contact with the Contracting Authority in order to clarify which other documentation can be considered suitable.
Kvalifikasjonskrav 2
The certificate must not be more than 6 months old.
Tenderers shall have their tax and duty payments in order. Documentation requirements: The tenderer shall present a tax and VAT certificate issued by the Norwegian Tax Administration. The certificate must not be more than six months from the date of notification of contract award. This requirement applies to Norwegian tenderers. If the chosen tenderer does not present the necessary documentation, or show arrears relating to tax and duties, this can lead to rejection.

Requirements regarding the tenderer's legal position as well as organisation.
The tenderer shall be a legally established company. Documentation requirements: Company Registration Certificate, not older than 6 months calculated from the application deadline

Requirements regarding the tenderer's technical and professional qualifications.
The tenderer shall fill the terms for carrying out passenger transport by motor vehicle on remuneration in accordance with the Law from 21 June 2002 no. 45 on professional transport § 4 (1). Tenderers must have sufficient experience and competence with relevance for this assignment. Documentation requirements: Copy of licence (if available) - any documentation required when applying for licences. Reference list of deliveries. It must be clear what has been delivered and what time period.
