Statens vegvesen needs works for the upgrading of Nygårdstunnelen in Bergen, Vestland, over 21 months.     Nygårdstunnelen in Bergen was opened in 1999 and is 864 metres long. The tunnel runs from the Puddefjord Bridge to Nygårdstangen, with exit ramps at O.J. Brochsgate. There are 2 lanes from the Puddefjord Bridge, whilst there are 1 lanes from O.J. Brochs gate. These meet in the tunnel so that there are 3 lanes at the exit and entrance at Nygårdstangen. The annual daily traffic is approx. 45,000. The tunnel shall be upgraded in accordance with the tunnel safety regulations and equipment in and outside the tunnel shall be replaced and replaced with new equipment that meets the current requirements. This includes, among other things: • New ventilation system. • New lighting installations with both new lights in the tunnel roof and continuous evacuation lights. • Extinguishing water shall be set up for the fire brigade. New system for handling emissions and tunnel washing water that fulfils emission requirements. • New signage with barriers, lane signal and variable signs. • Emergency stations with fire extinguishers and telephones. • Camera with coverage throughout the entire tunnel, which gives an alarm during events. • New technical building in the tunnel in the existing mountain room. • A new stop section shall be established at the technical building. • Demolition of existing air treatment plant.

Kvalifikasjonskrav

    The contractor shall be a legally established company or consist of a community of contractors who are legally established companies. The requirement also applies to entities that the contractor will use, cf. point 4.1 below. The contractor shall not be a unit affected by the ban in the sanctions regulations of Ukraine § 8n, nor should it rely on entities in violation of § 8n.

    Tenderers shall have equity of minimum NOK 50 million.

    Tenderers shall have an equity ratio of at least 10%.

    Tenderers shall have an average annual turnover of minimum NOK 120 million in the last three financial years.

    Tenderers shall have sufficient experience with management and execution of road projects of a relevant nature and degree of difficulty. The contractor shall, in addition, have sufficient experience of a relevant nature and degree of difficulty from the following central works: 1. Electric power in road tunnel 2. EKOM and Automation in road tunnels. 3. Water and frost protection in the road tunnel. 4. Blasting work in road tunnels. 5. Demolition of concrete constructions 6. Assembly of prefabricated concrete elements 7. Form work and concrete work 8. Ground works 9. Work notification and securing of road work. The contractor shall have experience from the execution of the central works as mentioned above. If the contractor only has experience from, for example, managing contract helpers, the contractor must rely on other entities that have the necessary experience from the execution of the relevant central works, see B2 point 4.1.

    Tenderers shall be certified in accordance with ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for Environmental Management), or The Eco-Lighthouse Scheme, with relevance to equivalent transport projects.

    The contractor shall be certified in accordance with ISO 9001 (2015), of relevance for equivalent transport projects.
